The parliament of the European Community,
which meets in Strasbourg to comment on the
legislative proposals of the Commission of
the European Communities. Members are elected
for a five-year term. The European Parliament
has 518 seats, apportioned on the basis of
population, of which the UK, France, West
Germany, and Italy have 81 each, Spain 60,
the Netherlands 25, Belgium, Greece, and
Portugal 24 each, Denmark 16, the Republic of
Ireland 15, and Luxembourg 6. Originally
merely consultative, the European Parliament
became directly elected 1979, and assumed
increased powers. Though still not a true
legislative body, it can dismiss the whole
Commission and reject the Community budget in
its entirety. Full sittings are in
Strasbourg; most committees meet in Brussels,
and the seat of the secretariat is in
Luxembourg. After the 1989 elections the Left
held 260 seats (Socialist 180, Communist 41,
Green 39) and the Right 242 (Christian
Democrats 123, Liberals 44, European
Democratic Group 34, European Right 21,
European Democratic Alliance 20). Of national
totals, Britain, West Germany, France, and
Italy won 81 seats, Spain 60, Netherlands 25,
Belgium, Portugal, and Greece 24, Denmark 16,
Ireland 15, Luxembourg 6. Henry Plumb (UK)
became president 1987.
